The ribbons around the wreath on the obverse are equal to the number of republics in the USSR. When the Karelo-Finnish Soviet Socialist Republic became part of the Russian Federal Soviet Socialist Republic in 1956, the state emblem changed to reflect this and the coins were updated to have one less ribbon around the wreath.
