Volli Smirnoffi kunstiharidus on kulgenud Tartu kujutava kunsti kursuste õpetajate Eduard Maaseri ja Heiki Kahro käe all. Pikk õpinguaeg, 13 aastat, ärgitas viljelema paljusid tehnikaid. Südamelähedasemaks said akvarell ja õlimaal. Võrumaa kunstnike ühenduse liikme Volli Smirnoffi loomingut on tutvustatud näitustel Soomes, Rootsis, Lätis, Venemaal, Saksa- ja Tshehhimaal, mõistagi Eestis - kõige rohkem kodulinnas Võrus.
