Peeter Somelar lõpetas 1957. aastal Tartu Kunstikooli ja 1969. aastal E. Vilde nimelise Tallinna Pedagoogilise Instituudi. Peeter Somelar töötas kunstiõpetajana Kohtla-Järve 1. Keskkoolis ja 1967-1970 Kohtla-Järve peakunstnikuna. Kunstikooli õpetaja ja direktorina.1977. aastal anti Peeter Somelarile teenelise kultuuritegelase aunimetus.Peeter Somelari suured dekoratiivsed õlimaalid, aga eriti tema hilisemad erksavärvilised ja hoogsa pintsliga maalitud loodusmaalid on saanud omaseks paljudes kodudes ja asutustes. 1980. aastal asus Peeter Somelar Pärnus üles ehitama ja juhtima sealset kunstikooli, kus töötas pensionile minekuni
