Romaani tegevus toimub president Bill Clintoni visiidi ajal Norrasse. Harry Hole, kes kuulub julgeolekumeeskonda, märkab turvaalal relvastatud meest. Ta otsustab tegutseda ning saab oma otsustavuse eest ametikõrgendust. Uuel ametikohal satuvad ta kätte paberid, mis puudutavad haruldase ja palgamõrtsukate seas hinnatud relva salakaubavedu. Samasuguse relvaga on omakorda seotud hiljuti toimunud mõrv ning Harry tähelepanu paelub neonatside tegevus Norras.
