Nõuka armee okupatsiooni territooriumil uute politseijõudude loomine algas kohe pärast sõja lõppu, ametlik asutamiskuupäev on Saksa DV versiooni kohaselt 1. juuli 1945. Nende jõudude loomine ja tegutsemine toimus aga aastaid ebakindlal õiguslikul alusel, kuna Saksa Demokraatlik Vabariik kuulutati ametlikult iseseisvaks riigiks 7. oktoobril 1949.
