Professor Edgar Mattisen on rikkaliku dokumentaalse materjali põhjal andnud esmakordselt nii ulatusliku ja tervikliku käsitluse Vene SFNV ja Eesti Vabariigi Tartu rahust 2. veebruaril 1920. Raamatus on näidatud Nõukogude valitsuse ja Eesti töörahva võitlust rahu nimel, V.I. Lenini osa ja tema hinnanguid sellele rahulepingule, iseloomustatud Antandi interventide ja eesti kodanluse poliitikat ning telgitaguseid ja vastuolusid kontrrevolutsiooni leeris, näidatud Eesti kodanlike ja väikekodanlike ringkondade huvitatust ning julgust sõlmida esimesena, hoolimata Antandi keelust, rahu bolševistliku Venemaaga. Monograafias avaneb Tartu rahu aegumatu tähtsus Nõukogudemaale, Eestile ja rahvusvahelistele suhetele. See oli vastandliku sotsiaalse korraga riikide rahumeelse kooseksisteerimise esmakogemus.
