Batman sai küll jagu Jokkerist, kuid üks on selge juba ammu: Gotham Citys ei saa kunagi rahulikult elada.
Linna saabub väikest kasvu, moondunud näo ning kehaga Pingviin (Danny DeVito). Ta on asotsiaalse eluviisiga kurjategija, kelle koduks on kanalisatsioon. Kohaliku miljonäri (Christopher Walken) abiga üritatakse Pingviin tõsta Gotham City linnapeaks, mis suuresti korrumpeerunud ning kuritegelikus linnas sugugi keeruline pole.
Gotham City superkangelane Batman (Michael Keaton) on üks vähestest, kes Pingviini halbu kavatsusi läbi näeb. Kuid Batman lavastatakse mõrvas süüdlaseks ning hoopis temast saab see, keda rahvas vihkama hakkab. Lisaks on tema teele ilmunud ka Kassnaine (Michelle Pfeiffer).
